Prof. of International Law, International Organizations and Environmental Law at the University of Hanoi. Vietnam. Member of the Executive Council, Asian Association of International Law 2007 up to now. Prix of INDEMER-2000 given by the Institute of economic laws of the sea, Monaco for the best thesis: Vietnam faces to the problem of seaward extension in the South China Sea, University of Paris I, Pantheon-Sorbonne, 1996. Major areas of research are: Public International Law, Law of the Sea, International Organizations and Environmental Law, International Economic Law. He has about 30 year’s experience of marine and environmental management, legislation drafts, and project preparation and policy studies. He is the author of Le Vietnam et ses différends maritimes dans la mer de Bien Dong (Mer de Chine méridionale) (Paris : Pédone, 2004); and, Le Vietnam face aux problèmes de l’extension maritime dans la mer de Chine méridionale, (Villeneuve d’Ascq: Septentrion Presses Universitaires, 1997). He has also published several articles about the South China Sea disputes. He has participated in several of the international Conferences in the quality of legal expert. He has also contributed to international journals on maritime and international law issues.
